정기검사의 중요성

정기검사는 소유자가 자체적으로 매월 승강기 운행의 안전에 관한 점검을 실시하는 자체검사와는 달리, 연1회 정부가 지정한 검사기관에서 자체검사보다 배 이상이 되는 검사항목을 체계적으로 실시하는 검사로 보수계약을 체결하여 유지관리하고 있는 승강기 중 정기검사시에 안전에 불합한 사항이 지적되거나 보완을 조건으로 임시로 사용이 허락된 실태(2002년 총 정기검사대수 199,857대 중 44,869대로 22.4%)를 볼 때, 정기검사는 승강기 안전관리 체계에서 없어서는 안될 중요한 제도입니다.

검사의 종류

※ 유효기간 만료전에 수시검사의 사유가 발생하여 수시검사를 받은 경우 당해 정기 검사 유효기간은 수시검사를 받은 날로부터 1년으로 함		 1년
자체 승강기소유자 등 승강기관리주체가 월 1회 이상 실시하고, 검사기록을 2년간보존
　 ※ 검사결과 판정 →A양호), B(요주의), C(요수리 또는 긴급수리) 자체검사결과 "C"로 판정된 항목이 발생하였을 경우에는 승강기의 운행을 중지시키고 즉시 보수 조치

정기검사 유효기간 연장

신청요건

  1. 최근 3년간 자체검사 실적이 양호(전항목 "A")
  2. 승관법시행규칙 제19조에서 정한 시설과 인력 보유
  3. 정기검사를 매년 유효기간 만료일 이전에 신청하여 합격 등
  4. 정기검사 유효기간 만료일 30일 전까지 연장신청해야 함.
  5. 검사유효기간을 2회째 신청하는 경우에는 최근 1년간의 자체검사실적을 제출

연장승인

  • 검사기관의 장은 승인요건에 합당한 경우 접수일부터 14일 이내에 승인서 교부

연장기간

  • 1년간씩 2회에 한하고 연장기간이 만료된 경우에는 정기검사를 받아야 하며, 동 검사에 합격한 경우 동일한 방법으로 기간연장 신청가능
  • 검사유효기간 연장승인을 받은 승강기라 할지라도 "수시검사" 사유가 발생된 경우에는 수시검사를 받아야 함

Importance of Regular Inspection

Unlike self-inspection conducting inspection on the safety of elevator operation autonomously, the regular inspection checks more than twice items for inspection than self-inspection once a year by the government designated inspection organization. Looking at the actual condition of elevators that are pointed out for items in discord with safety or allowed to use temporarily under the condition of supplementation at the regular inspection, among elevators that are maintained by the maintenance contract (44,869 elevators among 199,857 elevators inspected in 2002, 22.4%), the regular inspection is an indispensably important system for elevator safety management.

Types of Inspections

Distinction Time to implement Expiration date
Completion When installation of elevators in a building or a structure is finished
Frequent When the use purpose, control method, rated speed, rated capacity and round-trip operation distance of the elevator in use are changed or the elevator in use is repaired due to an accident

※ If a frequent inspection is conducted before the expiration date because a reason for frequent inspection occurs, the expiration date of regular inspection should be a year after the date of frequent inspection.		 1 year
Self The main agent of management of the elevator such as an owner should implement more than once a year and keep the inspection records for two years.
　 ※ Decision on the Inspection Result -> A Good) B (Subject to caution), C (Subject to repair or emergency repair) When an item falls into “C,” as a result of self-inspection, stop operation of an elevator and maintain immediately.

Extension of the Expiration Date of Regular Inspection

Application Requirements

  1. Results of the self-inspection for the last 3 years are good (“A” for the entire items)
  2. Has facilities and manpower prescribed in Article 19 of the enforcement regulations of the act on manufacturing and management of elevators.
  3. The extension should be applied before the expiration date every year and get passed.
  4. The extension should be applied 30 days prior to the expiration date of regular inspection.
  5. If the inspection expiration date is applied for the second time, submit the results of self-inspections for the recent one year.

Approval of Extension

  • The chief of the inspection organization should issue the written approval within 14 days if approval requirements are satisfied.

Extension Period

  • It is limited to twice per year. If the extension period is expired, regular inspections should be conducted. If the above regular inspection is passed, extension of the period can be applied with the same method.
  • Even though an elevator is approved for the extension of the inspection validation period, if reasons for “frequent inspection” occur, frequent inspections should be conducted.
